In the game files, cooldown reduction is provided by modifier with "MODIFIER_PROPERTY_COOLDOWN_PERCENTAGE", which does not stack other source of "MODIFIER_PROPERTY_COOLDOWN_PERCENTAGE". If there are multiple source of this property, the one with highest value is chosen.
